Institutionalizing Resource Tracking for Evidence-based Decision Making in Namibia

The USAID-funded LHSS project trained the Namibian resource tracking technical working group on the combined System of Health Accounts and National AIDS Spending Assessment approach.

The Ministry of Health and Social Services (MoHSS), with the support of the USAID-funded Local Health System Sustainability (LHSS) project, facilitated an extensive training on the combined System of Health Accounts/National AIDS Spending Assessment resource tracking approach which aims to simultaneously generate detailed estimates of both health and HIV spending.

The training encompassed a thorough exploration of the methodology, along with the provision of all necessary tools for effective data collection and analysis. In close coordination with the MoHSS' health financing division and the revitalized resource tracking technical working group (TWG), the USAID-funded LHSS project will actively identify and implement measures to institutionalize resource tracking to ensure the routine generation of health and HIV spending estimates. This will include technical support to assist in executing the resource tracking exercise, identify opportunities to streamline data collection, improve data use and ownership, and continuous mentoring. This strategic approach aims to guarantee the seamless transfer of both capacity and knowledge to the MoHSS and the resource tracking TWG.
