Strategies to Optimize Colombia's General Health and Social Security System Resources
The report details the efforts of LHSS from 2020 to 2023 in collaboration with the Government of Colombia to enhance the provision of health services for migrant populations, with a focus on financial sustainability. By implementing the USAID Health Systems Technical Efficiency Guide (TEG), the Ministry of Health and Social Protection, the National Department of Planning, and LHSS aimed to improve resource allocation efficiency within the health sector. The TEG, which includes four traditional analytic clusters—service delivery, health workforce, pharmaceutical products, and financing and governance—was expanded to include a fifth cluster, Health Information System, to meet Colombia's specific needs. LHSS adapted the guide through expert analysis and participatory discussions with stakeholders to identify inefficiencies and propose actionable recommendations. The report outlines the main strategies recommended to address these inefficiencies and improve the health system's capacity to integrate the Venezuelan migrant population.
